The Persian Gulf Muslim city state of Dubai, United Arab Emirates, has initiated a decency campaign and arrested 79 Western tourists for public indecency on the Gulf State's beaches. This booming business center of 1.2 million people of which only 20% are native Emerites like their women to be covered from head to toe. However one of the biggest complaints involved native Dubai men gawking at the scantily clad western women.
